Unfortunately I thought that Biff Tannen didn't really cut it as a top 10 villain (And also has very little memorable about his image or characteristics) and so he has been replaced. It feels like losing an old friend.
The replacement is:

Hans Gruber is a classic movie villain with some brilliant lines and an amazing death at the end of the film. He has a unique voice and that receding hair-line/ goatee combo which along with a walkie talkie and a handgun make him recognisable and a prime candidate for the top 10.
